The book's tone turns with the words Comfort, comfort My people: Jerusalem's warfare is ended, and a voice cries in the wilderness, Prepare the way of the LORD. The chapter contrasts withering grass with the word of God that stands forever, mocks idols beside the Creator who measures waters in His hand, and ends with the promise that those who wait on the LORD will renew their strength and mount up with wings like eagles.
