It's because he describes this transition, but he then says, "Ordain for yourselves bishops and deacons, just a twofold ministry at this point, and they will take the place of your prophets and teachers." So, and so this gives witness to that, that what you see in the New Testament, that this happened, that, yeah, they were, they were governed, or however you want to say, instructed by these wandering teachers.
But then it came to local authorities, bishops and deacons, and it just said, "Ordain for yourself, just the congregation, or ordain for yourselves," which ordain, the Greek word just means a point. Join us in earnestly contending for the faith that was once for all delivered to the saints.
