The will and energy of God are the effective and foreseeing cause of every time, place, and age, and of every nature. The will is the reason of the intellectual soul, which exists within us, as it is the faculty endowed with freedom of action. The will is the mind desiring an object, and an appetite with intelligence, yearning for what is desired.
